Shared Leadership at Headwaters Foundation for Justice
Migdalia Loyola Meléndez joins Headwaters Foundation for Justice as our new Co-Executive Director, alongside Bilal Alkatout, beginning June 2025.
Migdalia brings a deep commitment to community, equity, and justice to her new role as Co-Executive Director. She comes to Headwaters after six years as Deputy Chief of Staff for Public Engagement for Governor Tim Walz and Lieutenant Governor Peggy Flanagan. With experience across state government, nonprofits, grantmaking, and community engagement, Migdalia’s leadership will strengthen our mission to amplify the power of community to advance equity and justice across Minnesota.
We are thrilled to welcome Migdalia to the Headwaters team and look forward to the wisdom, experience, and passion she brings to this next chapter of shared leadership.
