Muneer first interacted with Headwaters when he participated in the Social Justice Leadership Institute in 2011. He joined the board in 2016. He is currently the Director of the Office of Financial Empowerment at the City of Saint Paul, where he leads the city’s economic justice strategies and addresses root causes to economic inequities and the racial wealth divide.

Muneer specializes in applying community- and culturally-valued approaches to working with communities who have historically been unheard, and often muted, in public policy. He also teaches in the Social Justice minor at the University of Minnesota and is a Fellow at the Annie E. Casey Foundation. He lives in the Frogtown neighborhood of Saint Paul with his partner, Fartun, and children, Amir, Jibril, and Kamila.
